Trump Strikes Russian Diesel Deal With Putin as Treasury Pauses Sanctions Through April 2027

Trump said Russia would supply 300,000 tons of diesel at once and up to 4.8 million tons in staged tranches after a "highly successful" Putin call. Treasury paused Russian-diesel sanctions through April 7, 2027 as diesel futures fell 4.6%.

What “Source checked” means

President Trump announced Friday that Russia will supply diesel fuel to the United States and global markets under an agreement struck directly with Vladimir Putin — and the Treasury Department immediately began unwinding part of the sanctions regime Washington spent years building after Russia's 2022 invasion of Ukraine.

The deal came with a timetable. In a Truth Social post, Trump laid out the schedule: over 300,000 tons of diesel to the American and global marketplace immediately, another 500,000 tons in November, and 1,000,000 tons "immediately thereafter" — with a further 3,000,000 tons to follow "within a short period of time," conditioned on "the condition of their Diesel Refineries."

In a Truth Social post, Trump said he had "just concluded a highly successful discussion" with Putin, and that Russia would "immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter." A further 3,000,000 tons would follow "within a short period of time," he wrote, "based on the condition of their Diesel Refineries."

"Between our TOTAL CONTROL of the Strait of Hormuz, and this great announcement on Russian Energy," Trump wrote, "Diesel Prices for Americans and, indeed, the World, will be COMING DOWN, IN RECORD NUMBERS, AND FAST!" "Lower prices for Americans, especially our Great Farmers, Ranchers, and Truckers, is my Greatest Priority," the post continued. Speaking before departing the White House, Trump added: "I want to thank President Putin, to be honest with you. We have massive amounts of oil coming into our country, and it's diesel, which is what we want."

General License 135: the sanctions pause

The Treasury Department's Office of Foreign Assets Control moved within hours, issuing Russia-related General License 135, "Authorizing Transactions Related to the Sale, Delivery, Offloading, and Importation of Diesel Fuel of Russian Federation Origin." The license runs through 12:01 a.m. Eastern time on April 7, 2027 — just under six months — and was issued "at President Trump's direction," the department said. It is the first license easing diesel sanctions for longer than the standard 30-day window since the Ukraine war began, the Associated Press reported.

The Kremlin confirmed the arrangement. In its readout of the call, Moscow said the "Russian side reaffirmed its readiness to supply oil and petroleum products to U.S. and global markets," and that Putin told Trump he was "confident that this will have a positive impact on the entire global economy."

What 4.8 million tons actually buys

The headline volumes are promises, not cargoes — and the arithmetic trims them down. The four tranches total 4.8 million metric tons, which converts to roughly 35.8 million barrels of diesel. Spread over about three months, that is just under 400,000 barrels a day: about half the roughly 800,000 barrels a day of Russian diesel that Moscow's export ban pulled off the global market, according to CNN. The first two tranches alone — 800,000 tons, or about 6 million barrels — would cover roughly a day and a half of U.S. diesel demand, per the Energy Information Administration via CNN.

The ban is the reason exports stopped in the first place. Russia halted diesel exports in early July after Ukrainian drone strikes on its refineries triggered domestic fuel shortages, and extended the ban last month. The International Energy Agency estimates Russian diesel output has fallen about 30% since, the AP reported.

"More politics than a game changer"

Analysts were skeptical the volumes move the needle. "Bottom line — this is helpful but not a needle mover for global diesel markets," Dan Pickering of Pickering Energy Partners told CNN, adding: "there is a reason Trump talked about volumes in tons instead of barrels. The tons number looks bigger to a general observer. This is more politics than a game changer." Pickering estimated the deal might add "PERHAPS a 5-6% increase in supply between now and year end."

Rebecca Babin of CIBC Private Wealth put the three-month flow at about 400,000 barrels a day of Russian diesel "if delivered" — and warned the timing undercuts the politics: "For the midterms, it could still be too little, too late: The smallest volumes arrive upfront, when relief is needed most." GasBuddy's Patrick De Haan told USA Today a short-term pump-price cut of 10 to 20 cents a gallon was possible but "difficult to achieve."

The market's verdict

Diesel futures fell on the news. ULSD futures settled at $4.73 a gallon Friday, down $0.2271 — about 4.6% — from the prior session, according to DTN. WTI crude settled 21 cents lower at $91.85 a barrel and Brent fell 28 cents to $104.72. The national average diesel price stood at $6.23 a gallon Friday, per AAA via the AP, down from a record $6.52 hit on Sept. 22. U.S. distillate inventories sit at 105.1 million barrels, about 13.5% below year-ago levels, EIA data via DTN showed.

DTN also noted bearish pressure from China reportedly lifting a de-facto fuel export ban, while Hurricane Isaias forced the shutdown of about 130 Gulf platforms — cross-currents beneath the headline move.

Kyiv: "a weak decision"

Ukraine's Volodymyr Zelenskyy condemned the deal as "a weak decision on the part of strong partners" and "an investment in a war that must be ended," Reuters reported. "Gifts to Putin will not bring peace or any benefit to the civilised world," he said. In a statement via Ukraine's embassy in Washington carried by the AP, Zelenskyy added: "I believe our team is simply being used as a smokescreen. And that is certainly not fair."

In an interview with Axios, he went further: "You know, it looks like a happy birthday present for Putin. It looks absolutely terrible," the New York Post reported — a reference to Putin's 74th birthday earlier in the week. Senate Minority Leader Chuck Schumer told USA Today that "Trump is doing a deal with the devil to try to help his flailing political fortunes."

The refinery condition

The largest tranche — 3 million tons — is explicitly conditioned on "the condition of their Diesel Refineries," a caveat that matters because damaged refineries are why Russian exports stopped. Russian Deputy Prime Minister Alexander Novak said Moscow is "immediately starting to lift restrictions on diesel exports ahead of schedule" and that supplies to the U.S. could begin "already in October," the AP reported, while insisting the domestic market is "fully supplied." No cargoes have been confirmed.

The midterm clock

The announcement lands 25 days before the Nov. 3 midterm elections, with diesel prices a live political issue — and it collides with the sanctions law Trump signed on Sept. 18. The Lindsey Graham Sanctioning Russia and Iran Act of 2026 takes effect Oct. 19, imposing a 500% tariff on Russian goods plus secondary sanctions on buyers of Russian fuel, according to the New York Post. The AP noted the White House gave no details on who pays for the diesel or when it arrives, and that the deal "casts doubt" on a bipartisan sanctions law directing the targeting of top importers of Russian oil and gas.

What still has to happen

Whether any diesel actually sails — Novak's October timeline against zero confirmed cargoes. How traders parse the final terms of General License 135. Whether the refinery-conditioned 3-million-ton tranche ever materializes. The parallel diplomacy: U.S., Ukrainian, European and NATO negotiators held six hours of talks in Miami on Friday aimed at a unified proposal in the coming weeks, Reuters reported, even as the Kremlin said Putin told Trump that Ukrainian drone attacks had disrupted any immediate resumption of trilateral talks. And the pump price: whether futures weakness passes through to the $6.23 national average before Nov. 3.
