GlobalFoundries' $2 billion TSMC deal brings AI-packaging interposers to New York, with output not due until 2028

The five-year agreement adds interposer capacity at GF's Malta, New York, fab for TSMC's CoWoS packaging, but volume production isn't due until 2028 and the stock has given back its first-day gain.

Agreement terms are from GlobalFoundries' Oct. 8, 2026 announcement (gf.com; Nasdaq carrier): multi-year $2 billion manufacturing agreement with TSMC, U.S.-based silicon interposers for TSMC's CoWoS ecosystem at Malta, N.Y., initial five-year term, volume ramp expected in the first half of 2028. Manufacturing Dive and Investing.com independently reported the $2 billion multi-year agreement. GFS daily prices (Oct. 7-9 and Oct. 12 intraday), trailing revenue and the Nov. 4 earnings date come from public market data. This is a follow-up on an Oct. 8 announcement, not a new development.

What “Source checked” means

GlobalFoundries' $2 billion agreement to make silicon interposers for TSMC at its Malta, New York, fab, announced Oct. 8, would give the U.S. its first source of a key AI-chip packaging part, the company says — but volume output is not due until 2028, and GF's stock has already given back its first-day gain.

What the companies agreed

GlobalFoundries said on Oct. 8 that it had reached a multi-year, $2 billion manufacturing agreement with TSMC to supply silicon interposers for TSMC's CoWoS advanced-packaging ecosystem from the United States. Under the deal, GF will provide manufacturing service to TSMC and add fabrication capacity at its Malta, New York, facility. The agreement has an initial term of five years and, in GF's words, provides a framework for future capacity expansion as customer demand grows.

GF said it expects the added Malta capacity to establish the first U.S.-based source of silicon interposers supporting advanced packaging, including embedded deep trench capacitor components. Volume production is expected to begin ramping in the first half of 2028, so the contract does not turn into meaningful output for more than a year.

Why interposers matter for AI chips

CoWoS is TSMC's 2.5D packaging technology, which places multiple chips and stacks of high-bandwidth memory together in one package. AI and high-performance computing hardware increasingly relies on that kind of packaging to link memory and logic chips, and Investing.com described the step as a critical bottleneck in the semiconductor supply chain.

"Advanced packaging is becoming increasingly critical to delivering the performance, power efficiency and scale required for next-generation AI systems," said Ed Kaste, senior vice president of GF's CMOS business. He framed the deal as a secure, scalable source of advanced-packaging components built on GF's U.S. manufacturing footprint.

The agreement also lands as TSMC expands its own U.S. footprint. Manufacturing Dive noted that the White House and Commerce Department said in July that TSMC plans an incremental $100 billion for four more Arizona facilities, bringing its total planned U.S. investment to $265 billion across 12 sites.

How the stock has traded since

GF shares opened Oct. 8 at $49.24, climbed as high as $51.45 — about 7% above the prior close of $48.07 — and finished the day at $49.36, up 2.68%, on volume of about 10.4 million shares, roughly three and a half times the prior session's. The gain did not hold: the stock fell 2.27% to $48.24 on Oct. 9 and was trading near $48.28 early Monday afternoon, back around where it stood before the announcement, according to public market data.

For scale, the $2 billion headline value equals about 29% of GF's trailing 12-month revenue of $6.94 billion, a TickerGrove calculation. That comparison overstates the near-term effect, because the money is spread over a five-year term that does not reach volume production until 2028.

What GF has not said

GF did not disclose how the $2 billion is scheduled across the five years, the capital it will spend to expand Malta, the margins it expects on interposer work, or whether the agreement changes its financial outlook. TSMC's own terms and any volume commitments beyond the initial framework were not detailed in GF's announcement.

Why it matters for investors

For GF shareholders, the deal gives the company a named role in the fastest-growing part of chip manufacturing and a long-dated revenue stream tied to TSMC. GF's communications infrastructure and data center business was already growing quickly, up 60% year over year in the second quarter, when total revenue was $1.79 billion. The stock's round trip since Thursday suggests investors want evidence of execution, pricing and capital needs before paying for a ramp that does not start until 2028. GF's next scheduled check-in is its third-quarter report, listed for Nov. 4.

GlobalFoundries will make AI chip-packaging parts for TSMC in New York under a $2 billion deal

GlobalFoundries, a U.S. chipmaker, agreed on Oct. 8 to make silicon interposers — parts used to package advanced AI chips — for TSMC at its New York factory. The agreement is worth $2 billion over an initial five years, but full production does not start ramping until the first half of 2028.
