President Donald Trump established a White House committee of inquiry to examine allegations that Federal Reserve Governor Lisa D. Cook made false statements on one or more mortgage instruments, and to advise him whether there is "cause" to remove her under federal law, according to a presidential memorandum dated Oct. 7, 2026.

The memorandum, posted on whitehouse.gov and amplified on Friday, creates a three-member Committee drawn entirely from the executive branch: the assistant to the president for economic policy, the chairman of the Equal Employment Opportunity Commission, and the director of the Office of Government Ethics. Trump directed the panel to investigate the mortgage-related allegations and report whether cause exists for Cook's removal within the meaning of 12 U.S.C. § 242, as construed in Trump v. Cook, 146 S. Ct. 2234 (2026).

That citation is the process hinge. The Supreme Court decision named in the memo is the legal frame the White House says the Committee must use when it decides whether removal cause has been shown. The memorandum itself does not remove Cook from the Board of Governors. It starts an inquiry that ends in written findings of fact, conclusions of law, and a recommendation to the president — after Cook gets notice of the evidence and a chance to answer.

What the hearing calendar requires

The Committee must hold an in-person hearing at the White House on Nov. 5, 2026, lasting no longer than four hours. The session will be closed to the public but transcribed. Before the hearing, the Committee must give Cook the evidence it is considering. Cook may submit a written position statement if it arrives at least three days before the hearing, must appear and be examined, and may present argument, written evidence, and written witness statements. The Committee may ask the Justice Department and other agencies for help, may authorize Department of Justice personnel to question her, and may demand documents; the memo says she shall comply.

After the hearing, Cook may file a post-hearing written statement by Nov. 10, 2026. As soon as practicable after that, the Committee is to send the president written findings of fact and conclusions of law and recommend whether cause exists to remove her from the Fed board. The counsel to the president must transmit the memorandum to Cook, the Committee members, and the attorney general, who is directed to publish it in the Federal Register.

Why Fed independence readers care

Cook sits on the Board of Governors, which sets the federal funds rate target range with regional Fed presidents on the Federal Open Market Committee. Rate decisions still land in mortgage rates, Treasury yields, and bank funding costs — the same channels readers have been watching through the autumn bond selloff. A White House-run inquiry into whether a sitting governor can be removed for cause is therefore a governance story with market overtones: it tests how far the president can go in reshaping the Fed's board after the Supreme Court required a cause showing and a chance to be heard.

CNBC's Friday account of the notice identified the three titled seats as Kevin Hassett as assistant to the president for economic policy, Equal Employment Opportunity Commission Chair Andrea Lucas, and Keith Sonderling as acting head of the Office of Government Ethics. The White House text itself uses the office titles, not the personal names. No outside or independent arbiter is named in the memorandum.

What this does not settle

Nothing in the memo finds that Cook made false statements, and nothing in it removes her today. The Committee still has to take evidence, hold the Nov. 5 hearing, receive any Nov. 10 post-hearing statement, and write its recommendation. Markets will keep pricing the Fed's next rate decision on data and on the FOMC's own guidance; this filing changes the personnel-process calendar, not the September minutes' rate-path language on its own.
